In mid-2006 Skagit County asked DNR to allow access to the shooting range from the Crane Creek Road. It's about one mile on Grandstrom Road from the Lake Cavanaugh Road intersection (at the sharp bend in the road). The range is about 2 miles further in. We have lobbied DNR at Sedro-Woolley to try to prevent this and have also written Fire Marshal Cain about the increased forest fire dangers if this were to be allowed.  Parks Department Director Robert Vaux has met with DNR Stan Kurowski to physically inspect the site who stated that he thought it would cost as much to update the road and bridge to county road standards as it would to build a separate bridge from Lake Cavanaugh Road to the site.

DNR had written Parks in October, 2006 requesting the county provide a cost benefit statement, road plans, and additional EIS requirements to evaluate their request, yet the county has not replied.

Snohomish Superior Court in May of 2006 remanded the county's permits (which the county had issued to itself in 1997) back to the county for re-hearing. A hearing has not  been scheduled.

The county has budget constraints precluding the construction costs at this time, and it is our opinion that the range will eventually cease to be a Parks' project due to the expense of providing access to the range at the Frailey Mountain location.
